白名单自动配置类

负责自动配置白名单过滤器，并将其注册到Servlet容器

主要功能： 1. 启用WhiteListConfigurationProperties配置属性 2. 创建WhiteListFilter实例 3. 注册过滤器到Servlet容器，拦截所有请求

过滤器执行顺序： - order=2，值越小越靠前执行 - 建议将IP限制过滤器放在较前的位置
